No. Authority status is confirmed through the FMCSA SAFER system or the Licensing and Insurance system. This checklist organizes the steps to take — it cannot query FMCSA or determine whether filings have been accepted.
The USDOT number is a safety registration number required for commercial vehicles meeting certain size or hazmat thresholds. The MC number is operating authority granted to for-hire motor carriers transporting regulated commodities in interstate commerce. A carrier can have a USDOT number without MC authority, but for-hire interstate carriers generally need both.
FMCSA requires all new for-hire interstate motor carriers to undergo a safety audit within the first 12 months of operation. The auditor reviews driver qualification files, hours-of-service records, drug and alcohol program documentation, vehicle maintenance records, and accident registers. Failing the audit results in authority revocation. The audit is not optional and does not require advance notice before FMCSA schedules it.
No. The checklist covers federal steps administered through FMCSA and the multi-state programs (UCR, IFTA, IRP). State operating authority, state DOT registration numbers, state permit requirements, and intrastate authority are not included. Check with each state's DOT and motor carrier division for requirements in states where the carrier will operate.
